New Delhi: The Supreme Court (SC) has indicated its inclination to bring the criminal defamation case initiated by IAS Officer and former Mysuru Deputy Commissioner Rohini Sindhuri against IPS Officer D. Roopa to a close, citing the bright future of both officers.

Hearing the case filed by Sindhuri against Roopa yesterday, the Supreme Court Bench, comprising Justice Abhay S. Oka and Justice Ujjal Bhuyan, sought clarification from Roopa’s Counsel on whether all social media posts had been taken down and inquired whether the matter could be closed with a settlement between both parties.

Sindhuri has alleged in her defamation complaint that Roopa shared photos, made allegations on social media, and made statements in the media questioning her personal and professional conduct to tarnish her before the public and colleagues. The case was filed under the IPC Section 500 (defamation), seeking damages of Rs. 1 crore. Last December, the Court had directed Roopa to remove her social media posts against Rohini Sindhuri.

During yesterday’s hearing, the Counsel representing Sindhuri stated that the case could be closed, but insisted on an apology. “Derogatory posts directed at me can be erased from social media, but the impact on my family is deeply distressing. How can I pursue a career in public life? I want an unconditional apology from Roopa,” Sindhuri told the Court through her Advocate. She told the Court that public perceptions of individuals change, making it challenging to remain silent.

Countering this, Roopa submitted that Sindhuri had publicly stated that she (Roopa) was delusional, an assertion denied by Sindhuri’s Lawyer, who argued that delusional individuals make posts like this but clarified that Sindhuri did not claim Roopa was delirious.

The Bench cautioned against making personal allegations, and Sindhuri’s Counsel stressed the need for an unconditional apology, citing media harassment of his client’s family. While Roopa’s Counsel mentioned the removal of content, the Court insisted on regret from both sides.

The Bench urged the Counsel to take the initiative, emphasising the importance of removing content from social media. The Court granted them a month for these actions, acknowledging the potential difficulty in compelling a resolution if emotions remained high.

The Court scheduled the matter for further hearing in the second week of February.

The row between the two officials surfaced after Roopa levelled 19 personal allegations against Sindhuri.

Bengaluru: After six months of no-posting, IAS Officer Rohini Sindhuri has been posted as the Chief Editor of Karnataka State  Gazetteer.

Rohini Sindhuri who had entered into a spat with IPS Officer Roopa Moudgil earlier this year, was transferred by the then Government along with Roopa.

Now, the Government has appointed her as the Chief Editor of Karnataka State Gazetteer on Wednesday.

Rohini had earlier served as Mysuru Deputy Commissioner from Sept. 2020 to June 2021, before her transfer to Bengaluru.

Bengaluru: The Karnataka Government has initiated a departmental inquiry into senior IAS Officer Rohini Sindhuri following allegations of financial irregularities and the falsification of information during her tenure as the Deputy Commissioner of Mysuru district in 2018-19.

The investigation was officially ordered on June 9, 2023. The inquiry has been initiated to investigate the alleged irregularities related to the renovation of the Mysuru DC’s residence and the procurement of clothing and bags. These allegations date back to Nov. 24, 2022, when an initial inquiry report was submitted to the Government.

During the preliminary examination, it became evident that the responses provided by Rohini Sindhuri were insufficient, and essential documents were not provided. This prompted the Government to take further action.

The Department of Personnel and Administrative Reforms (DPAR), Under-Secretary James Tarakan, issued the order, appointing senior Karnataka-cadre IAS Officer Yogendra Tripathi, currently on Central deputation, to lead the probe. The other officer in the probe team is BBMP Special Commissioner Ujwal Kumar Ghosh. Notably, this marks the third time in the past three years that an investigation has been launched against Rohini Sindhuri.

At the centre of these allegations is the claim that, while serving as the Deputy Commissioner of Mysuru, Rohini Sindhuri oversaw unauthorised renovations, including the construction of an alleged illegal swimming pool, within a heritage building — the residential bungalow of Mysuru DC.

The allegations against Rohini, brought forth by S.R. Mahesh, now former JD(S) MLA and a close associate of former Chief Minister H.D. Kumaraswamy, include claims of financial irregularities. Specifically, she was accused of procuring sub-standard bags as part of a Government consignment at Rs. 52 each, despite their availability in the market for Rs. 10 to Rs. 13.

In response to these allegations, Rohini Sindhuri submitted an official reply on May 4, 2023. However, after examining her response, the State Government determined that her clarification was insufficient. Consequently, the Government has now ordered the departmental inquiry to ensure a thorough and impartial examination of the matter.

As the case of IPS Officer Roopa Moudgil and IAS Officer Rohini Sindhuri plays out in the media with the allegations of land-grabbing making headlines, one is forced to ask, why do young Indians want to join the Civil Services?

Is it to be of service to the nation and its people? Or is it for self-service? The answer, in most cases, is self-service.

Kautilya’s Arthashastra states, “Just as it is impossible to know when a swimming fish is drinking water, so it is impossible to find out when a Government servant is stealing money.”

Over the years, the Civil Services, be it IAS, KAS, IPS etc., have lost prestige and respect. Nehru, in 1935 had said, “Few things are more striking today in India than the progressive deterioration, moral and intellectual, of the higher services, especially the Indian Civil Service.” 

But back then, Home Minister Sardar Vallabhbhai Patel disagreed and noted that “these people” were the instruments of national unity without whose expertise in administration there would be chaos in the new nation.

Vallabhbhai Patel was right for that time, but today Nehru’s words ring true. Today, most Civil Servants have become instruments of politics, and their expertise is in corruption instead of service to the nation.

That is why Suresh Prabhu, former Minister in the NDA Government, speaking to Economic Times, said, “Bureaucrats were to be the checks in the system.” Then he added, “But the checks have turned into cheques while the balance is out of the window.” Well, the balance is not out of the window but in their Bank.

It is said that politicians are taught how to loot by the bureaucrats… After all, politicians keep changing, but an Officer has a good 30 years to milk the system. A system they helped create. That’s why no Officer is prosecuted.

Of course, they have laws to prosecute Civil Servants, but the procedure and process are so convoluted that it will seldom end in sentencing or dismissal. But the present Government is trying to bring some civility among Civil Servants. Since BJP came to power in 2014, nearly 400 Officers, deemed incompetent or corrupt, have been sacked or sent home. 

Civil Servants also need new rules when it comes to social media usage. Officers are busy squabbling on social media. Worse, some of them have hired companies to do PR for them! This includes having a troll army to abuse anyone who questions them, be it the media or even their bosses, the elected representatives.

Some Officers are busy amassing wealth in the form of land banks while consistently using social media to build an image of an honest and hard-working officer with a plan to enter politics.

Like in politics, even in bureaucracy corruption has become a family business. If the father or mother is the Officer, then the son or the son-in-law is the middleman. The wife, the in-laws or close relatives are the benami vaults. And everyone is a beneficiary.

Here are some examples — The middleman for the former Chairman of Central Board of Excise and Customs (CBEC) B. P. Verma was his son; The middle man in the Scorpene deal was Shankaran, the nephew of Navy Chief Arun Prakash; Former Railway Minister Pawan Bansal’s nephew Vijay Singla was caught red-handed while accepting a bribe of Rs. 90 lakh for a lucrative posting; A few years ago the Special Investigation Team (SIT) arrested Karnataka Lokayukta Justice Y. Bhaskar Rao’s son Ashwin Rao in an extortion case.

Now, as for the spat between IPS Officer Roopa and IAS Officer Rohini, it’s not the “cat” fight angle we should be paying attention to but the allegations of land grab that have been alleged.

IPS Roopa has alleged that IAS Rohini’s husband used his wife’s powerful position to usurp the land. Just a few months ago, Singer Lucky Ali helplessly tweeted that Rohini’s husband had encroached on his land with her help. Coincidentally, K.R. Nagar MLA Sa.Ra. Mahesh too had levelled a similar allegation when Rohini was the DC of Mysuru.

Ironically, Rohini had accused Sa.Ra. Mahesh of land-grabbing and Mahesh filed a defamation suit which he claims Rohini wanted him to withdraw. Interestingly, Rohini could not prove that Mahesh had grabbed Government land.

Now, Rohini has filed a Rs. 1 crore defamation suit against Roopa, who has accused her of aiding her husband in land-grabbing. Wah! How the tables have turned. And why are so many land-related issues swirling around Rohini and her husband?

Even more interesting is the involvement of RTI activist N. Gangaraju. Back in 2021, when Rohini had accused Sa.Ra. Mahesh of land-grabbing, the same RTI activist Gangaraju fought against Mahesh and in support of Rohini. Now it is the same activist involved in this Rohini Vs Roopa case where Roopa has accused him of sharing the loot with Rohini! 

There is smoke. Is there a fire? Will the Government investigate?

P.S. – The Civil Services are called the steel frame that holds India together. Unfortunately, the steel frame is rusted and rotting. It’s time to re-frame the steel frame if we want to reform India.

If PM Modi wants to see ‘Vikas’ in India, he has to first fix the ‘Vishwas’ deficit in the Indian bureaucracy.

Bengaluru: In a related development, IAS Officer Rohini Sindhuri has issued a legal notice to IPS Officer Roopa over her remarks and demanded an “unconditional apology in writing” as well as Rs. 1 crore in damages “for the loss of reputation and mental agony.”

The notice was issued in reference to Roopa targeting Rohini on Facebook and levelling 19 allegations against her which include corruption and other charges. Rohini Sindhuri said if her conditions are not followed, then Roopa will have to face Court proceedings.

 “The comments/statements/allegations made by you has put our client and her family members to untold mental agony. It has ruined her image in professional, personal and social life. She is spending sleepless nights as her moral uprightness, character and conduct have become the topic of discussion amongst one and all known to her and in the administrative/bureaucratic circles in particular,” the notice read.

 “Though the damage caused to the image and reputation of our client cannot be measured and compensated in terms of currency, our client, however, restricts the same to a notional figure of Rs.1,00,00,000 (Rupees one crore only). You have made yourself liable to pay to our client the sum of Rs.1,00,00,000 as damages,” it added.

Bengaluru: Cracking a whip on two top women bureaucrats of the State — D. Roopa Moudgil, IPS and Rohini Sindhuri, IAS — who had indulged in public spat for the last couple of days, the State Government today transferred both the Officers, with immediate effect, without any posting.

Roopa Moudgil’s IAS husband Munish Moudgil, who was the Commissioner of Survey, Settlement and Land Records, Revenue Department, has also been shunted out, but has been posted as the Principal Secretary to Government, Department of Personnel and Administrative Reforms (DPAR), Bengaluru.

The sudden development came a day after Chief Secretary to the State Government Vandita Sharma, IAS, summoned Rohini Sindhuri (Commissioner for Hindu Religious Institutions and Charitable Endowment Department) to her office yesterday, on the directions of Chief Minister Basavaraj Bommai.

Sindhuri, who was closeted with the Chief Secretary for over 30 minutes, is said to have presented her side of the version in relation to the controversy.

It all began four days ago on Saturday (Feb. 18), when Roopa the IPS Officer and Managing Director of Karnataka State Handicrafts Development Corporation (till she was transferred this afternoon) took to social media accusing Sindhuri (Commissioner for Hindu Religious Institutions and Charitable Endowment Department, till her transfer) of wrongdoings, releasing some of the personal photos of Sindhuri, only to trigger a storm. What seemed to have prompted Roopa was the news regarding another IAS Officer brokering a truce between Sindhuri and K.R. Nagar MLA Sa. Ra. Mahesh, that was aired on TV channels. Sindhuri, who had previously served as Deputy Commissioner of Mysuru for a brief period of nine months (between Sept. 2020 and June 2021), had a scuffle with MLA Mahesh, with both making allegations and counter allegations against each other, that had hit headlines for sometime.

Roopa, in a Facebook post on the same day (Feb. 18), had also levelled various charges against Sindhuri including corruption and sharing personal photos with other IAS Officers, questioning why no probe was conducted against her (Sindhuri).

As the mud-slinging intensified with Rohini Sindhuri, IAS,  posting a “Get Well Soon” message on social media, mostly mocking at the mental condition of Roopa Moudgil, IPS, the State Government had to finally intervene to  avoid further embarrassment.

Meanwhile, Rohini Sindhuri’s businessman husband Sudheer Reddy, who came out in defence of his wife, blamed Roopa of resorting to mud-slinging as she was unable to digest the good works  of Sindhuri, who is junior to her in service.

Prior to the development, Sindhuri stayed away from office today, indicating that she had been conveyed about her transfer as even Home Minister Araga Jnanendra had also taken severe exception to the issue saying, “Enough is enough.”

Chief Minister orders Chief Secretary to take appropriate action; Home Minister says behaviour shameful

Bengaluru: Causing a flutter in the State bureaucracy, two top women Officers in Karnataka, IPS Officer D. Roopa Moudgil and IAS Officer Rohini Sindhuri, have locked horns in public with accusations of corruption, vilification and sending personal pictures.

Following intense public criticism, adverse comments and negative publicity on social media on the fight between the two senior Officers, sources in the Chief Minister’s office told Star of Mysore that the CM has ordered Chief Secretary Vandita Sharma to issue notices to both the Officers seeking explanation on their public behaviour.

The CM has also asked the two Officers to refrain from making any comments in public. Sources said that the CM has been apprised of the public spat and he wants to avoid public censure of his Government at a time when the State is getting ready to face elections in two to three months. Yesterday, Bommai told reporters that the “issue was personal in nature.”

While Roopa is currently serving as Managing Director of Karnataka Handicrafts Development Corporation, Rohini Sindhuri, who was the former Deputy Commissioner (DC) of Mysuru, is currently serving as the Commissioner of Hindu Religious Institutions and Charitable Endowment Department.

Home Minister Araga Jnanendra said in Bengaluru this morning, “It is really shameful that two high level women Officers of the Government are fighting on social media like the general public. This tarnishes the image of the Government. Hence, the CM has asked the Chief Secretary to issue notices to both the Officers.

“The friction between the two Officers is reported continuously in various media channels. Many matters are mentioned. If they had personal differences, they should have brought it to the notice of the Chief Secretary of the Government. It is not right to be involved in social media spat like this. The Government will not be quiet noticing all these developments. Both will be served notices. If their behaviour continues, we will take decision over further action,” he said.

Accusations fly thick and fast

Roopa took to social media on Saturday to accuse Rohini Sindhuri of several wrongdoings. She also released the woman IAS Officer’s personal pictures allegedly shared with a few male Officers.

It all started after photographs of Rohini Sindhuri and JD(S) MLA from K.R. Nagar S.R. Mahesh sitting together in a restaurant emerged on social media with reports of a purported compromise between Rohini Sindhuri and Mahesh.

In 2021, when Rohini was the Mysuru DC, she and the MLA had several spats, with both accusing each other of corruption. When the photographs emerged, Roopa Moudgil took to social media to question why an Officer was meeting a politician and whether a compromise was being struck.

In a detailed Facebook post on Feb. 18, Roopa listed various allegations against Rohini, accusing her of corruption and sending personal pictures to other IAS Officers. Listing out 20 points, Roopa asked why there was no investigation against Rohini though there were murmurs of corruption.

Row with Shilpa Nag raked up

Roopa also referenced Rohini’s past conflicts with fellow civil servants, including the then Mysuru City Corporation (MCC) Commissioner Shilpa Nag. In June 2021, Shilpa Nag and Rohini were transferred out of their posts after Shilpa held a press meet and accused Rohini of humiliating her. Rohini on the other hand alleged dereliction of duties by Shilpa.

The IPS Officer also raked up the deaths of 24 people at the Chamarajanagar Government Hospital due to lack of oxygen during the pandemic. There were allegations then that Mysuru had not transported enough oxygen to Chamarajanagar.

Roopa also questioned why Rohini built a swimming pool in her house in the middle of the pandemic.

Roopa shared on her Facebook page seven pictures of Sindhuri, alleging that the latter allegedly shared them with IAS Officers in 2021 and 2022. Roopa wrote in the post, “what does it mean when a female IAS Officer sends such pictures to not one, not two but three male IAS Officers? Then this is not a private matter (of Sindhuri).”

Legal action warned

Meanwhile, Rohini Sindhuri released a media statement yesterday saying that Roopa was “driving false, personal vilification campaign” against her, which is “her standard modus operandi.”

The statement said: “I will take legal and other actions with appropriate authorities for her actions amounting to misconduct and criminal offences under various sections of the Indian Penal Code (IPC).”

“She collected photos from social media and screenshots of (my) WhatsApp status to defame me. As she has alleged that I sent these pics to some officials, I urge her to reveal their names,” Sindhuri said.

Rohini Sindhuri meets Chief Secretary

IAS Officer Rohini Sindhuri met Chief Secretary Vandita Sharma this afternoon and presented her version of the controversy with IPS Officer Roopa Moudgil.

Sources said that the Chief Secretary summoned Sindhuri to her office based on the directive of the CM. Sindhuri spoke with the Chief Secretary for over 30 minutes, sources added.

Late IAS Officer’s wife posts a cryptic tweet on karma

Kusuma Hanumantharayappa, wife of D.K. Ravi, the IAS Officer who committed suicide, has responded to IPS Officer D. Roopa’s suspicion of IAS Officer Rohini Sindhuri’s role in her husband’s suicide and said that the CBI report on her husband’s suicide had mentioned the names of those responsible for the suicide.

Among the allegations levelled by Roopa was a reference to the personal chats between Sindhuri and Ravi prior to his death by suicide in 2015. “What I think is, (that) since I believe in God, is that you reap what you sow. Karma will not spare anyone. If we do good or bad deeds, we will pay for it in this life,” Kusuma said yesterday.

No one else should suffer the pain and humiliation suffered by her and her family. At least now, the contents of the CBI closure report on Ravi’s suicide should be discussed widely, Kusuma further said.

“After the CBI report came out, no one discussed what the report said… like they did when he died. The reason why Ravi died by suicide is in it, (and the names of) those responsible for his decision are also mentioned in the report,” she added.

The CBI, which probed the case, concluded in 2016 that Ravi died by suicide and there was no external pressure on him. Earlier in the day, Kusuma had posted a cryptic tweet.

“Karma will get back at you, sooner or later it surely will,” she posted.

Roopa is jealous of my wife: Sudheer Reddy

Sudheer Reddy, the husband of IAS Officer Rohini Sindhuri told reporters in Bengaluru this morning that IPS Officer Roopa Moudgil must refrain from making personal remarks.

“It is not right to speak about my family and more importantly, my wife does not need publicity. Roopa is jealous of Rohini Sindhuri,” he said.

“Roopa has several followers on social media and she is behind publicity. We will take legal action on her actions. Who is Roopa to speak about my wife? I am a Kannadiga and Bengaluru is my home. And I am an Indian. My family is educated and has culture. What photos Roopa has posted are normal photos and as a software engineer, I can say that the photos have been hacked from my wife’s phone with Bluetooth,” Reddy said.

“I was working in the US and as my parents are in Bengaluru, I resigned and came here. My father came to Bengaluru 50 years back and our family has properties in Bengaluru and we do real estate business. My family had stakes in real estate even before I married Rohini Sindhuri,” he added.

When reporters asked him about IAS Officer D.K. Ravi’s suicide, Reddy said, “It is not appropriate to pass comments on a person who has passed away. Even I am in family life and I know what it is. “Rohini Sindhuri is doing good work and unable to digest this, Roopa is resorting to mud-slinging.”

“Moreover, my wife does not use social media,” he clarified.

Case to be heard by Bengaluru City Civil Court on Dec. 16

Bengaluru: Sudhir Reddy, husband of IAS officer and current Commissioner for Hindu Religious and Charitable Endowments, Bengaluru, Rohini Sindhuri, has moved the City Civil Court seeking contempt action against actor/ singer Lucky Ali for what he termed the latter’s deliberate disobeying of the court’s interim injunction in respect of a three-acre property at Vasudevapuara village in Yelahanka hobli of Bengaluru North taluk.

Ali, in a series of tweets posted last Sunday, alleged that three acres of his ancestral property in Yelahanka had been encroached upon by IAS officer Rohini Sindhuri and her kin.

Refuting the allegations, Rohini reportedly said that the alleged dispute has nothing to do with her and that she would sue the singer for defamation.

The 49th City Civil Judge, Yashavanth, posted Reddy’s application to Dec. 16 for consideration. “The acts and indulgences of the defendants are contemptuous and defendant no. 1 (Lucky Ali), by using his Bollywood celebrity status, is giving a different colour to his acts of violation and inviting public support and support from certain political cross-sections to his acts of contempt, which are even more aggravated in nature,” Reddy claimed in his application.

According to Reddy, on Nov. 28, the defendant sent his relatives, rowdy elements and some persons posing as lawyers and interfered with the peaceful possession of the property.

“The defendant’s parties came and created havoc at the suit property… I have filed an FIR which shows the details,” Reddy said.

“The defendants on the said day wilfully disobeyed the court order by their physical interference and thereafter the first defendant further disobeyed the order by making a series of false and reckless statements on social media and also dragged the name of the plaintiff’s wife, who is a reputed IAS officer and has nothing to do with the present case,” Reddy further claimed.

In his application, Reddy said he is the sole and absolute owner of the suit schedule property, having purchased it from his vendors, namely, Mansoor M. Ali and his daughter Sabrina, for a valuable consideration.

Meanwhile, the singer’s lawyer, Shreeram Nayak, also filed a memo against the injunction that was filed against Ali.

Nayak says, “We are going to produce all required documents concerning the ownership of this property during the course of the argument on Dec. 16,” adding that they are waiting for Ali to return from UAE to get his bail plea approved.

Mysore/Mysuru: Commenting on the fourth letter sent by the Administrative Training Institute (ATI) regarding the missing items, former Mysuru DC Rohini Sindhuri, who is presently the Commissioner for Hindu Religious and Charitable Endowments, Bengaluru, told Star of Mysore this morning that if she really wants furniture, she would rather buy them instead of taking them from a Guest House.

“If I need that furniture, I will buy from the market where there is good quality rose wood furniture. I will not stoop to the low level of taking away the furniture, plastic and steel items, jugs, telephone stands and such silly items. As I said before, this is too trivial an issue and it is being blown out of proportion,” she said.

When asked about the letters written by the ATI Joint Director, she said, “I am not aware of any letters and new DCs have come after I left Mysuru.”

Sources from the ATI said that S. Poovitha is a full-time Joint Director (JD) ATI.

“Till now, officers would come here as JD only on an in-charge basis. She came here as the full-time JD six months back and sent the internal letter after discovering that over 20 items were missing from the Guest House,” sources added.

Mysore/Mysuru: A weird case of missing items from the Guest House of a Government institute on Lalitha Mahal Road has come to light now where the Joint Director of the institute has written a letter to the Mysuru Deputy Commissioner (DC) seeking information about the missing items.

The letter, dated 30.11.2022 by S. Poovitha, Joint Director of Mysuru-based Administrative Training Institute (ATI), was sent to the present Mysuru DC Dr. K.V. Rajendra based on the direction from the Director General of ATI. The letter stated that the earlier DC of Mysuru, Rohini Sindhuri Dasari, had stayed in the Guest House of the ATI from Oct. 2 to Nov. 14, 2020.

“When the Officer vacated the Guest House on 14.11.2020, over 20 items of various types that were earlier part of the Guest House rooms were found missing,” the letter stated.

“The items included two telephone tables, two cloth hangers, two cane chairs, two telephone stools, two teapoys, one microwave oven, one reception telephone stool, one cot, one bed, two plastic stools, two yoga mats and two steel water jugs are missing. The items could have been transported during the shifting to the DC’s official residence,” the letter stated.

In her communication, the ATI Joint Director has urged the current DC to check if the 20 items were in the official residence of the Deputy Commissioner. She has urged the DC to return the items of the ATI Guest House, if they were found there. “If they are not found, please state in a reply to the letter,” the letter read.

While DC Dr. K.V. Rajendra was not available for comments, Rohini Sindhuri, whose name has been mentioned in the letter, said that she was not aware of the items that were shifted from the ATI Guest House after her stay.

Sindhuri, presently the Commissioner for Hindu Religious and Charitable Endowments, Bengaluru, told Star of Mysore that when she was transferred as the Mysuru DC, the official residence was not vacated.

“B. Sharath, who was the earlier DC, had not yet vacated the official DC’s Residence when I came here to take charge and as such, I had to stay in the ATI Guest House for over two months. These items being shifted from the Guest House after I vacated have not come to my notice,” she said.

“I was not aware of this as this is a trivial issue and now it is being blown out of proportion. I really do not know if they are in the DC’s Residence. Even if the materials were shifted, they would be there at the location where they were kept earlier. I have not taken them. I will speak to the present DC and urge him to return the items if they are there,” Rohini Sindhuri added.
